That is what they are for, but I do not know how effective they are, how
reliable they are and how long they would last in this type of application:
I think they actually do little more than help reduce spikes. (Very short
duration surges)

A UPS does everything a surge protector does, and a great deal more, and,
with input power limitation, could enable you to take several times the
input power for short durations.

You could run the flashes straight off the generator (via surge plugs), and
anything else via a UPS.
