Hi I forgot to mention the most important bit about starting a website design -- don't go near the computer!
Sheets of paper or postit notes on a wall enable you to sketch out the structure and design without going near your chosen design package (or raw HTML editor ;-) Think about the people visiting your site and what -they- want to see.
