If you want the simplest (and probably cheapest) website design try netscape, it comes bundled with most computers software, with that it is relatively simple(!) to design a home page and then use photoshop to make buttons, galleries etc.
You may need to download Fetch or something similar to enable you to put your site up.
If you are on pc I believe that frontpage is supposed to be good (I haven't any experience of it ).
Dreamweaver and Go Live are much more sophisticated but might be worth learning if you want to add bells and whistles at a later stage.
