The fundamental part of Law 5 is that the referee is the sole arbiter of what happened. Period.

That said, once the referee decides what happened, the only basis for appeal is if he fails to act on that decision. For example, say that he decides that some player's action merits a caution (yellow card). If it turns out that this is the second caution for that player, and by oversight the referee does not send him off, then there is grounds for appeal. You cannot appeal the decision to issue the caution; you can appeal the failure to send off, which is not at the referee's discretion. If that player affected the outcome of the game, you can certainly appeal that, and most likely, the match would be replayed.
