I ran into an old friend several years ago who was in Microsoft 
management, and we discussed FoxPro a bit. (I found out later that my 
friend was in position to know exactly what was going on.) I was told 
that M$ acquired FoxPro to compete with Borland, and that once that 
succeeded, they wanted to kill the Fox, but (a) they were afraid that 
FoxPro developers would turn to non-M$ products, and (b) the Fox team 
inside the company was small but tenacious. 

Even if you want to argue that Microsoft acquired FoxPro with the 
intent of killing it, the extra decade-plus that they've continued to 
develop it undercuts your argument.
