The purpose was to destroy their will to keep on fighting and convince them
that it was futile. The is the same logic used to bomb the crap out of the
German industrial cities, however there it had the side benefit of
incapacitation the war machine as well.
I think you need to consider the Israeli concept that the are no civilians.
