The Internet has ebay, google, craigslist and some other smash hits. 

Seems like there's room for one more. Maybe call it "feedback".

Concept is simple: every service provider (professional, business,
agency, etc.) gets space for a listing where customers can feedback on
the service they actually received, much like ebay buyer/seller ratings.


If a particular provider isn't listed, 1st customer feedback
automatically creates it. 

Then, before bringing your PC for service, a person can check the
provider's feedback to see how they've handled others, pretty much like
ebay sellers.
