And you know that because?  Exactly, you don't.

Not in the state of California they aren't.  They fill them night after 
night.  Of course some of them are seeking treatment for conditions that 
would have been better and easier treated earlier and, if they returned 
to their home country, I'm sure that it would all be taken care of.
