Sort of. Yes you can turn off system restore ( you will lose any stored points by doing so ) but ComboFix will try to create one. I honestly don't know if it will with System Restore turned off, I've never tried it. ComboFix will make corrective actions... that is, ripping out evil things from your PC. It is a blunt-force tool, but an effective one in my experience.
