You can handle all of the free pads with one design rule.  You will need to
set a negative value greater than the radius of the pads for both solder
mask and paste however,   Unless your software is capable of evaluating
copper distribution, I would simply  place a fab note stating that "thieving
is allowed for balancing copper distribution"  and let your fabricator
finish the thieving pattern.    Your cam engineer can do a better job of
placing the pads  and he will also place them where he needs them not where
you think they are required.   Their software is designed for checking
copper distribution.

In short place a fab note allowing for thieving
