It doesn't do it as others have already said, and frankly I think it's a
technology that was useful when 7400 series was more mainstrean, but in the
last 10 or so designs I've done, I don't ever recall missing the feature.
This is attributed to heavy use of DSPs, uCs, PALs, FPGAs, etc. There are
either no pins to swap, or the pins are programmable and I wire them up as I
see fit. I would bet gate and pin swapping is low on their list of things to
do.
