You can and should also set your clearance rules, together with your solder 
mask expansion, so that you have enough clearance. 
Design/Rules/Routing/Clearance Constraint, Add, Filter Kind / A: Object 
Kind / Vias, B: Object Kind / Smd Pads and/or Thru-Hole Pads. Likewise set 
the Manufacturing rule as you need for solder mask clearance. On tight SMT 
boards one might set Solder Mask clearance to 2 mils or even 0. This can be 
set for particular footprints differently than for the rest of the board.
