Use the advanced annotation capabilities to set per sheet numbering and then use the {oldstring=newstring} type substring replacement syntax in a global to change the R, C, D etc to the desired numeric. Actually this replacement would be a classic for a server, and not too hard to do. A macro, as suggested, could also probably work and may be simpler to develop (but it may not be able to iterate over all sheets in a project automatically).
