Disclaimer: I am not a developer so do not know the details of the
translation procedure and the various intricacies involved.

Ideally, it should be both. However, in practice, it is going to be a
trade off. One would like to make the translation 100% while keeping in
mind that the quality should be good. Result: it takes longer to get to
100%.

From the experience I have while showing off Punjabi version of Gnome to
various people, what appears to be most pleasing is that people should
be able to find Punjabi translation of the most common applications. So
if OOo, Firefox, Nautilus, Totem player, CD burner, etc. (the
applications most liable to be used on a daily basis) are translated to
Punjabi, the user feels nice about it. But if other applications, (e.g.
some uncommon games, gconf-editor, web development, etc.) are not yet
translated, their impact on a typical user is not as much.

So, in my humble opinion, if the approach toward 100% translation can be
made to treat most common apps at higher priority, it may lead to the
best path to completion. In other words, perhaps we can focus making
translation 100% on the application in question basis.

On a related note, how do I find out the status of Punjabi translation
at any given time? I am looking the spreadsheet:
