Sure, except I like to keep the comment in the file. As for moving the files:
instcheck might be needed later. But even if it was not needed, I found
that in some of Dan's packages (checkpassword, qmailanalog), changing
conf-qmail (conf-home) alone does not result in recompilation of a binary
that depends on it.
I do not know if it is problem with make, or what.
