On our server (SGI Indy -- IRIX 6.5) this was mostly true, with one
exception-- BSD mail users.
We had a problem with a sendmail that was re-installed by default on our
IRIX upgrades. ...because it seemed to be called by those users still
using BSD mail on our system. Other users (like pine, IMAP, POP) had no
problems. So we made a simple wrapper of sendmail that piped messages to
qmail-inject.
