ASF communications are supposed to take place on a channel that everyone can access without being hampered too much by time zones, e.g. email lists. If you want to meet in other forums, like IRC, that's cool, but please make sure everyone is invited, post a transcript of the meeting to the mailing list, and let people chime in on decisions made during the meeting.
No decisions can be made during such a meeting. Dialog, discussion, yes, but decisions, no. Decisions are only made on mailing lists that are open to everyone on the project regardless of time zone, language proficiency, or tools.

No one will probably chime in, but it's important to give them the chance. If you're thinking of another meeting, such as a conference call or in-person, the above doubly applies. Especially since qpid wants to grow a more diverse community ;) Yoav
