supposed to take place on a channel that everyone can access without

No decisions can be made during such a meeting. Dialog, discussion, yes, but decisions, no. Decisions are only made on mailing lists that are open to everyone on the project regardless of time zone, language proficiency, or tools.

chance.

If you're thinking of another meeting, such as a conference call or
in-person, the above doubly applies.  Especially since qpid wants to
grow a more diverse community ;)
