Too many HC placards ...or too few handicap spots. This happens regularly to me on weekends at the local cineplex (in a Boston MA suburb), even though there are about twenty HC spots.
No easy solution, I'm sure. Seems to me though, that the number of HC spaces should be related to the number of HC placards issued.
