The OT 1.3.x stuff isn't appreciably better as far as modem drivers go than
the OT 1.1.2 standalone installer is.  Some of the networking code might be
a bit faster, but I've never seen any comparisons, and in my experience, I
HIGHLY doubt the difference is noticeable.

In other words, saying the version of OT shipping with 8.1 is a reason in
itself to upgrade is simply wrong.  Sure, it's better than the old MacTCP
stuff, but so is *any* version of Open Transport.

Most of the other "neat new features" can be added to earlier Mac OS
versions, either with Apple SDKs from the FTP site, or with third-party
control panels/extensions.  In the cases of third-party additions, most of
them are significantly *better* than the Apple-designed feature being
replaced.
