Sorry, the command was incomplete. You need the opertation type option
-a (add) or -x (delete) or -m (modify) -l (list)

Try
/quadstorvtl/bin/vtconfig -m -v Test1  -s 30
service quadstorvtl restart
/quadstorvtl/bin/vtconfig -l -v Test1

Wth the new RPM applied you still see the same error during
initialization. Correct ?
