The cable slipping would normally make the needle wave around all over the place. Likewise if the diff bearings have gone in the gearbox and chewed up the speedo drive gears (used to be very common).

You're quite right my car does have 14" alloys with 185/55s on them, but surely such a large innaccuracy, especially one which resolves further up the dial has to be something else? My speedo doesn't really do anything until 15mph.. It's under-reading by at least 10mph at 30.
