Chris,
If you can, I would test the tank until empty, so carry a full 5l jerry can in 
the boot.  However, be aware that if there is a lot of sludge/dirt in the 
bottom of the tank this may well be sucked into the filter, so this might get 
blocked.  Then you can fill - probably brim until fuel is in the filler neck, 
without making a mess on the forecourt, to check the capacity.  From memory the 
Mk2 Fiesta either had a 30 or 32 litre tank - the difference in the capacity 
can be seen by the location of the filler neck into the tank.  I'm sure others 
will have more detail.

If the gauge is inaccurate it could be the variable resistor on the sender is 
worn, or the float/wire mechanism has been bent/modified.
