Yes, don’t try omitting the vent pipe from inside the filler pipe.
The saloon has to have the Fiesta filler pipe cut and re-joined with the vent 
pipe inside also cut and rejoined.
I thought, it doesn’t really need the vent pipe inside.......yes, it does, it’s 
a right pain to fill up.
Something else to fix.

Regarding getting a low mileage from a tankful...

When you fill the tank it vents air from the top of the tank through a small 
diameter pipe leading up inside the filler pipe to avoid blow-back which would 
otherwise cause the fuel pump nozzle to shut off prematurely. It's very likely 
that when the tank was installed, care was not taken to ensure that the vent 
pipe was of the correct shape / correctly positioned for the bottom end to be 
tight against the top of the tank innards. If that's the case you will find 
that the tank will take another gallon or three if filled very slowly to avoid 
the delivery stopping. (Doing which leads to over-filling the tank whereupon 
after the filler cap is replaced it vents petrol out of the top vent (in the 
fuel-guage sender unit lid), either onto the ground or back to the engine-bay 
depending what fuel-system set-up you have).

Regarding the fuel gauge initially staying high - That's normal, the fuel lifts 
the float to it's topmost position before the tank is completely full, and it's 
normal for the reading to drop when the tank is tilted. In mine the float is 
near the front of the tank so the gauge will indicate about 1/8 tank low when 
under prolonged acceleration or when going uphill.
