In the past I've been able to 'fix' the broken plastic clip. If I remember
correctly you just need to find a way to attach the wire to the slider.

the runner/regulator that has given up. The only solution is fit a new
runner/regulator.
If you can't move the glass by hand then it's either a knackered runner
motor (see fix above) or an electrical problem.
