I can't be specific, but I would first check the electrics.

It looks like you have 4 wires, so would assume paired earth and power for each 
direction.  If you have a multimeter check continuity to see if there is an 
earth - it may be that all 4 wires are earthed when the switch is at rest.  
Also find out which wire is +ve when the switch is pressed.  You say down 
works, so you should be able to find +12v between 1 pair of wires.

If you get +12v on down, but not up, might the connections swap, so you can go 
up but not down? This would at least close your window and show the motor works 
in both directions.  I would then work through to test if the switch works - 
you should get a short across 2 pins for up and a different pair for down (not 
that there may be 1 pin that is common to both pairs).  If the switch is good 
check the wiring between the switch and motor - again just checking continuity 
is a first step.

Update the group with your findings and we should be able to help further.

I have access under the door card but I don't really know what I'm looking for.
