We do not draw the lines. The laws of the land do.
You are correct in saying that none of us is above moral reproach. And we should forgive our brother seventy times seven as Jesus told Peter. But, if an individual broke the law, then they have to make restitution to the ones they offended.
 
Regarding being on a  review board all we have to look at is the record (facts). We cannot necessarily look into the heart of the individual, only God can. Do we know that the individual lied, stole, sped, had evil thoughts. We can assume <ouch> that they have. But, that is not the question. In this case the young man broke the law. And, in Scouts if you do not uphold the law, you are morally corrupt.
 
In the case brought before us, the review board is giving the young man the opportunity to rectify the situation before any award is presented.

What about lying?  Speeding?  Evil thoughts?  Aren't all sin?  Were all the board members free of any "convictions" for violating law?  When did one sin/mistake become worse/better than another?

How do we know when to draw the line?
