Speaking on behalf of the Rocky Mountain District, the District Commander has the mailing address of every Senior Commander.  Now, granted, we don't have 526 churches in our district, as much of the district is either farming country in Eastern Colorado, mountain communities, or farming type communities on the Western Slope and Utah.  We have closer to 136 churches.  Nonetheless, the District Commander makes sure that each Senior Commander receives a charter application.
 
Yes, if they are sent to the church leadership, more often than not, they will be "86'd" without so much as a second thought, because they don't want to eat into the budget.
 
As Sectional Commander, I make sure that every church in my section also has an application.  My Area Commanders and myself will make calls to the churches, expecially the ones that were not chartered this last year and encourage them to charter.  Predominately, there are about 12-15 % of the churches in our district that do charter.
 
When I first started in Rangers, I attended a  church that did not have a chartered outpost.  The pastor did not want to charter due to the expense.  (that pastor was also recently ousted over money problems / issues)  My present church, however does charter, and has chartered since the inception of the outpost. 
 
I think the difference is that my current pastor is 100% behind Rangers and looks at it as a ministry to our children rather than a place for kids to go until they reach the magical age of the youth group.  I think the biggest problem churches is the ones where the pastor and the youth pastor are either not in agreement on the mission of Rangers, or where neither one of them have a vision for the ministry.  It's up to the Ranger staff to help educate the pastors on the mission and ministry of Rangers (and help from the national AoG office would help)
 
 
All this said to make the point that sometimes it takes an effort on the part of the local / sectional / regional / district staff to get word out to leaders in the church on the impact / importance of Rangers.
