In my case, the Sr. Commander filled out the charter form, turned it in to the church office, and was unaware that the office had failed to send it in. You can't hold one person responsible for another's actions.
Maybe not - but was there any follow-up? Seems like the Senior Commander assumed the church office would be responsible? If there had been follow-up in a timely manner the situation could have been resolved.
This list truly amazes me sometimes. In unrelated topics we have gone from insisting that a boy be held completely responsible for his actions to arguing that a senior commander can't be held responsible for not ensuring that his outpost actually got chartered! Strange...
