Wrong. Too many extenuating circumstances to support your claim of factuality. There is a myriad of possible case scenarios. Some Sr. Commanders that I know are so simple minded as not to be aware, or capable of comprehending, that there is any more to it than what they understand to be the best that they can do. Which, in fact, may be the truth.
 Like I said, God didn't make everyone as sharp as you. There are people who get up at six every day, eat the same breakfast, go to the same factory, work the same shift, go home and do it all over again. Without ever realizing that they could have had a V-8. If anything in that daily routine changed they would stop and look at it like a calf staring at a new gate. There is nothing wrong with that, God made them that way, and God can use them just a much or more than he can someone who has the audacity to dictate what responsibility belongs to whom in matters he has no knowledge of or jurisdiction over.
One kid has an IQ of 90, and working to the best of thier ability,makes C's and D's. Another has an IQ of 135, and will never have to bring a book home to make honor roll. Do you hold them both equally responsible for making good grades? Or, take two equally gifted kids, give one a good teacher and one a bad teacher. One will excell, while the other wil be frustrated. Do you hold both of these kids equally responsible? Of course not. Neither should you judge accordingly in any matter, which is what you have done in this Sr. Commander case.
 
Does anyone want to know what the real weakest link in this matter of chartering is? We just took a survey in our district and found out. It is area commanders. There are precious few who really do the job they are intended to do.

Actually it's opinion that is fact.  Doesn't matter if you're a novice or been doing it for 40 years.  If you are in the position you are responsible for getting the knowledge.  I wish when I was in the Air Force I could have said - "hey, I'm new - I didn't know"  but that doesn't cut it.  When you take a position you become responsible for finding out what your responsibilities and duties are.
