Keep in mind that these estimates are for an outpost of 35 boys and 8 commanders, which hardly describes most small churches. These estimates, as published below, leave out a lot of the details about how these estimates were developed and what is included. For example, these estimates include vests and other items for each person that a smaller, or poorer church may opt to skip for now. For the boys, the estimate includes their handbook and workbook, new/changed patches for the uniform, and vest with patches. For the leaders, the estimates include a Leaders Manual, patches for the uniform, training and the new LMA, handbook for the age he/she is working with, a leaders guide, and a vest. Finally, the "outpost stock and library" estimate contains items like 5 FCF handbooks for an outpost library, 3 of each leaders guides (even though one is included in the commanders estimate for each commander), extra handbooks and workbooks for the boys (2 for each age group), one of each of the merit reference books (three in all), a program manual for one of the Expedition Rangers programs, and lots of patches, posters, and brochures. You have to look at everything that is included and ask yourself what your church/outpost will need to get started. That's a better estimate of the cost for the new program.
