For Russia it is certainly high :)) Kidding But seriously we always got to try and make a way for those that can afford the cost, and for those that can not. It is even more important in Russia. (Not that this new program will be used in Russia but still) There is always poor people. That can't afford to by anything (at one coming). So we as commanders always have to think about a cheap way for those who can't afford it. Or we will lose them.
Now camping is really tough one. It is hard to make camping cheaper.
