I went back to all of the older versions of the PowerPoint presentations 
and other documents that I have received from the national office over the 
past three years. I see repeated mentions of making the curriculum 
applicable for smaller churches, but I could not find a "promise" to make 
Rangers more affordable.

There is no way that you can do the level of curriculum development that 
has been done, and to create the manuals that are being created and 
printed, and still reduce the cost of the program. At last count there will 
be about 10,000 pages of materials coming out from GPH over the next 18 
months to support the new program. That costs money. With that said, the 
national staff has done their very best to keep the costs of the new 
program as low as possible and yet still give us a great new program.

Smaller churches are aided by the new program in a number of ways: (1) one 
fewer age group, which eliminates the need for a commander or two, (2) 
circular advancement trail, written lesson plans, and streamlined training, 
all of which makes it easier on the commanders that you do have and that 
should make it easier to recruit new commanders, since their workload has 
been reduced, (3) new resources that we've never had before, like the new 
merit books that will have many pages of resources, references, and answers 
for each of the merits, so commanders won't have to be experts in every 
subject in order to help their boys with the merits, and (4) a very 
flexible program with options in the advancement trail that we've never 
seen before in Royal Rangers.

My point about the pricing options is this -- not every church will choose 
to have vests for their boys, or they may delay them for a while. Not every 
church will need the large "library" that was in the initial set of cost 
estimates posted to RangerNet. So the cost estimate, even for a large 
outpost of 35 boys and 8 leaders, is probably lower than the $4550 estimate 
that was posted earlier today. And those "options" could be taken without 
reducing the effectiveness or attractiveness of the new program to a church 
at all.
