Hello Brother Mike,

Under the new Gold Track there are no time limits to completing
advancements. A Ranger can complete each level as quickly as they are
motivated to do the work. If your Pioneer has completed the Mountain Man
rating, have him work on extra merits until he is 12 and becomes a
Trailblazer. To pass Trailblazer recruit, he must be 12 years of age or
be in the seventh grade.

For your outpost it is up to you whether you promote at the age change
or the new school year.
