It smacks of legalism to me. Also, if your set up is right it should not be
necessary. If each commander was interviewed *before* starting and informed
that these are the criteria for serving in Royal Rangers then, as I said, a
form like this would not be necessary. I think that you also need to think
seriously about the consequences. If you are only willing to accept leaders
who are prepared to give commitment to this level, you may find that you
have less than you started with. What then? Do you lose your level of
exellence through having too many boys and not enough leaders or do you trim
your operations by applying quotas or even limiting sections to match the
number of leaders that you have thus ensuring a certain quality of
programme? (Personally I would go for the latter as I think you would start
to buy in to Victor's success principle).
