He didn't have to *Official word, however the under 18 status of "minor' is granted some legal standing but full citizenship with the right to vote is at the age of 18... For males at 18 you must register for the draft.. though their is no conscription at this time.. Issues of Public Safety in schools have allowed some encroachment on the individuals "perceived" liberties to privacy and unreasonable searches.
