it could be either your isp or theirs thats casuing this too.
 
my isp here blocks common windows file transfer/print sharing ports to minimize the spreading of viruses and hacking.
 
im not sure what ports PCA uses but if you found out you could try pinging those ports from each side and seeing if the pings are going though.

That's exactly what I thought.  I have no firewall here,
but I figured they probably do since they have a DSL line.
I asked their hardware guy, and he CLAIMS that there is no
firewall.  He should know.
