it could be either your isp or theirs thats casuing
this too.
my isp here blocks common windows file
transfer/print sharing ports to minimize the spreading of viruses and
hacking.
im not sure what ports PCA uses but if you found
out you could try pinging those ports from each side and seeing if the pings are
going though.
