The simplest thing I can think of is to use a multiplier that amplifies the % profit and still consider the $profit:
SP1 = (10,000*.4)+(.4*1,500)) = 4600 SP2 = (10,000*.4)+(.4*150)) = 4060 SP3 = (10,000*.38)+(.38*2000)) = 4560 and sort by the result.
