Have you tried re-downloadng with the XP security off?  Have you checked
the PROPERTIES?  By 
Right clicking on one of the help files (after they're downloaded? They
should all say that the application is HTML Compiled Help and at the
bottom of the Properties box check to see if you have a button that says
"UNBLOCK".  If it's there, click it to unblock the file.  I had to
unblock each file individually.

I'd also recommend deleting all the .chm files before you re-download
rather than just writing over the old files.  That is the combination of
steps that worked for me.....

I also do not have Zone Alarm but setting the Win XP security off
doesn't improve things.  I still get the "Action Cancelled" notification
in the right hand window,

Jan, that's consistent with the system I'm using I have XP Pro, with no
Zone Alarm.  I think it was the XP Security that blocked the files.

Need to rescind what I just said about Zone Alarm.
This was done on a laptop with out virus protection.

I think it was the XP Pro Security Firewall that did it.
I believe we might need to allow an exception to whatever Rbase server
is being used.
