  I am not sure what your equipment is, but I have found a method that made my printing over
TS painless in my case.  I have a 2000 server and a remote HP multi function printer.  When I first
set it up, I had multiple problems and speed was an issue.  Somewhere along the line, I was given
the advise to only use the NATIVE Windows 2000 printer drivers and not any that came with the printer.
(This may have been especially true for HP)  In any case, I loaded a HP driver from Windows 2000
that was some levels removed from the actual printer.  (I.E. I used the Windows 4000 driver for the
4850 printer. I am not at the office and do not remember the actual driver numbers here, by the way)
 
In any case, my printing problems have went away and I see no speed issues at all for what I am doing. 
Again, mostly formated text with some small graphics and bar codes.  Of course, I cannot use the
multi-function options with TS, but then was not doing so anyway.
 
Remember, all the processing is done on the server, so the "print to screen first" should not be too
much of a factor as only the screen info is being sent across the network.  The report screen should
not take any longer than any other data screen.  So if your pinter is slow or having problems, it is
almost certainly a driver issue with TS.
 
You might give it a try, it sure worked for me.

I think the crunch is the remote printers and handshaking with large reports coming from the server. They mentioned that even when printing a PDF file on the server to a remote printer, it can be painful.

I'll mention the Win2003 Citrix XP option.

to do with how you setup your network printers, what models they are,
what drivers you're using both on the server and locally and even things
like paper size mismatches (eg. A4 or Letter).
By the time we'd upgraded to 7.1, we'd already migrated to a Win2003
server running Citrix XP. For sure this combination is more expensive,
but the reduction in printer pain is worth every cent.
Not sure if that's any help, but there are alot of things you may need
to investigate.
