Guess which of the following is much harder to start from rest:

1) A propeller spinning through air
2) A propeller spinning through water
3) A wheel moving a lightweight vehicle on pavement
4) A wheel moving a heavyweight vehicle on rough ground
5) A track moving a heavyweight vehicle on rough ground

Watts alone don't solve the start up problem. Torque, timing (in brush-less motors) and overload protection are critical.
