Ø where navigate is about [snip] to find works related to a given work. So the real objective is "to find" which is already covered in FISO. The addition was discussed by the FRBR Review Group on 18 August 2005 and it was decided that "to navigate" is implicitly a component of the broader task "to find". In discussion lists it may seem that large parts of the work to be done is overlooked, but the reality is that a lot of people are working very hard in a lot of different areas to make this work.
