A much more appropriate choice would be a country where the support staff can actually speak English or more than one language

For RS's investment in a single HQ they can hope for a return of support for 2 to 3 languages with a staff of 2 in France, while with a staff of 2 in a Benelux (or other small) country they could have had 4 to 6 languages.

(I have no idea of how many persons there'll be. I'm only guessing two for starters.)

I don't believe there's any need to support English (except for the store) since English speaking persons can communicate with Houston already.
