Success!  I finally managed to do it! (although I'm not dialing in
through linux now).  The funny thing is, I bypassed all of the '3rd
party dialers' and used linux's ppp-on script (located in
/etc/linux_blah_kernel_/blah) and just configured that.  It worked. 
However, when I tried to ftp netscape, it hung up on me, but that could
be US West.  Thanks EVERYONE for your help.
