I'd add 3-4" off a mix of oolitic and live sand to the main tank...but
that's just me. :)

I agree with all the recommendations that have been offered so far. I would
actually implement all of them. Get some LIVE sand and put it in your tank
(maybe a total of ½ inch on the bottom). Use some from other ppls tanks,
like suggested, if you can. If not, make sure you get cured sand. Get some
more live rock (also cured) and put it in your tank or sump. Then get some
Caluerpa (macro algae) and put it in your sump. Light the sump. You can use
just a couple full spectrum, normal output daylight bulbs for caluerpa. It
does not need any special lighting. I have a 28 watt PC on my 15 gallon
refugium and it is plenty of light for the stuff.
That should make a huge difference. Even if there is a source within the
tank of the ammonia, some more LR, LS and some caluerpa should be able to
suck the stuff up before it has a chance to convert to anything....
