salam,

Extortion exacerbates urban poverty

               Monday, May 14, 2007
               Deden Rukmana, Jakarta
On May 4, 2007, The Jakarta Post
reported that street vendors in Kebayoran Lama market in South Jakarta
are extorted by thugs who have been trawling the market since the early
1980s.

The street vendors are forced to pay US$0.30 a day and an additional
$2.20 a month to the thugs -- supposedly as "security and cleaning
fees". A police officer assigned to the area claimed to be unaware such
extortion was taking place, and asserted that the market was safe.

This practice of thugs extorting street vendors is a serious threat to
alleviating urban poverty. The World Bank reported that there were
108.78 million Indonesian poor in 2006, meaning they live on less than
$2 a day. Seventy-five percent of these people work in the informal
sector, including street vendors.

The presence of an informal jobs sector is a distinctive characteristic
of cities in developing countries, since the formal sector can not
accommodate the large number of people in the labor force. Due to
limited employment opportunities in the formal sector, most people with
few skills and little education will end up in the informal sector as
they attempt to make a living.

In many developing countries in Latin America, Sub-Saharan Africa, the
Middle East and Asia, the informal sector accounts for most of the
total employment. In 2004, the informal sector in Indonesia accounted
for 64 percent of total employment. The proportion of the informal
sector in urban areas was even higher during the economic crisis in the
late 1990s, when the closure of many manufacturing and service
corporations pushed the newly unemployed into the informal sector.

The informal sector is an important part of the economy of Jakarta. Not
only does this sector provide employment for the low skilled poor but
also provides affordable goods for the poor.

In many cases, many middle-class people in urban areas also greatly
benefit from economic activities carried out outside the formal
sectors. The informal sector is a mode of urban transformation that
links various economic activities and spaces in urban areas.

The informal sector operating on streets and other public places is
often seen as an eyesore and an undesirable activity. There have been a
lot of conflicts between urban authorities trying to keep their cities
clean and the urban informal sectors that need space for their
activities. In many cases, the urban authorities have forcibly evicted
the urban informal sectors in the name of urban order and cleanliness.

Hernando de Soto argues that the solution to poverty is the
formalization of the informal sector. According to de Soto, evictions
will not address the poverty associated with the informal sector.
Eviction will only relocate the problem and even exaggerate the
conflicts between urban authorities and the informal sectors.

De Soto's solution to the poverty associated with the informal sector
is to provide tenure security for the informal sector to carry out its
activities.

De Soto's solution is not impossible to implement. The informal sector
is neither an illegal sector nor a black market sector. There should be
room to integrate the informal sector into the process of urban
transformation. There should be a way to reconcile the public's right
to enjoy public spaces and the right of street vendors to have a stable
income-generating occupation. Both rights should be taken into
consideration in urban planning.

>From an urban environmental perspective, a study by Perera and Amin
(1996) reported that environmental problems associated with the
informal sector are not attributes inherent to the informal sector but
manifestations of unresponsive urban planning. The provision of space
to the informal sector is an effective measure to reduce the
environmental problems associated with this sector.

Since street vendors make up a large portion of the urban poor
population, an effective way of alleviating poverty in urban areas is
to secure a stable income-generating occupation for the street vendors.
Street vendors should neither work under the threat of eviction nor pay
illegal fees to the thugs. The street vendors are most probably willing
to pay legal fees to the city authorities to secure their place of
work, but not illegal fees to thugs. These fees paid to thugs will not
secure from eviction by the authorities. It will only exacerbate the
poverty of the street vendors.

Trims Mas Catuy!
