I migrated my site to Hostgator this year & am very happy with them. I have the Business Plan which meets your list of requirements. Only thing I'm unsure of is the RoR out of the box. Runs about $17 / month. I've got ssh, ssl, cPanel, unlimited databases, email (though I use Google Apps for that), unlimited domains/subdomains, bells, whistles, chocolate covered unicorn bunnies....
