I second the Dreamhost sentiments. I've had a few clients move over there and have worked on their sites with not a single glitch. Their pre-paid two year service works out to around $8.95/mo, which you can't beat.
That being said, I have a Rackspace Cloud account that is primarily funded by one of my high-profile clients. I host several other sites there and it's a breeze. NOT necessarily budget-friendly, unless you can get the additional paying hosting clients to cover your nut. But unlimited scalability is exactly what it is and if that's what your clients need then there's no substitute.
