[docker] Fix bootstrap-env.sh for some OS versions
This patch includes a few bootstrap-env.sh fixes:
- Ensures we use a compatible version of pip.
- Installs setuptools_scm.
- Fixes cases where `which` isn’t installed.
- Fixes the installation of OpenJDK 8 on debian jessie.
- Adds and starts the nscd service.
- Adds the ntp service for centos.
