Yeah, I didn't pay much attention to the update_dirs tool because I expect it to be not as useful after this patch (it's functionally deprecated). On the other hand, I guess it's still useful for older versions of Kudu (e.g. if there's a newer version of the tool running on an older version of kudu-tserver and kudu-master).
