[build] Skip to check TSAN dependencies when build in non-TSAN mode
It seems that the jenkins uses the same servers to build different
patches, and thirdparty directory is not clear up. I've ever built
a librocksdb.so incorrectly dependent libstdc++ by
https://gerrit.cloudera.org/c/18241/, and it is checked by other
CR's jenkins tasks.
This patch skip to check TSAN dependencies when build in non-TSAN mode.
